Migrant Education Program


Program Description

The Title I Migrant Education Program provides supplemental instructional and support services to eligible children of migrant workers through the following components:

Migrant Early Childhood Learning Program (MECLP) provides services for eligible migrant preschool children at selected Migrant Housing Centers. The MECLP offers the developmentally appropriate High/Scope Approach To Learning Curriculum, food services, health screening and extended day‑care for these students. Parental Involvement is also an integral part of the program. Parent participation in workshops, parent‑teacher conferences and other school/community activities are infused to include parents as partners in their children's educational process.

Migrant Achievement Resource (MAR) provides individually designed tutoring, homework assistance, recreational and cultural activities for migrant students at local elementary schools. Articulation with classroom teachers is conducted by Migrant Education Program teachers and tutors to provide consistent instruction. Through its Neighborhood Learning Centers (NLC), MAR provides extended day tutoring, homework assistance, team sports, scouting programs, recreational and cultural activities to migrant students at Migrant Housing Centers. In addition, Migrant Advocacy and Peer Counseling Programs provide migrant students with individualized supplemental services for academic success, guidance, attendance, and extra-curricular activities.

Migrant Academic Planning and Awareness (MAPA) offers a selection of services tailored to meet the needs of migrant students in grades 6‑12. The Secondary Model guides migrant students through multiple components. Teachers and eligible students customize services through the selection of several possible models which include: Personalized Educational Blueprints, Limited Pull‑Out Tutorial, Extended Day Tutorial, Florida Comprehensive Assessment Test (FCAT) Tutorials, Peer Counseling, and seminars and workshops designed to teach students how to resolve conflict without violence and how to foster and maintain a positive attitude toward education and life‑long learning.

Support Services Staff identify and recruit migrant students and are responsible for the supplemental transfer of migrant student records. Also, they assist migrant students in securing needed health, dental, legal, social, housing services and other support services.  Support Services Staff organizes the Parent Advisory Council and operates the Family Resource Centers which houses clothing/food banks, information centers, educational workshops, parental training workshops, and school information in order to increase school/parental involvement. Services are provided to operate the family computer lab geared to increase family literacy.

Extended School Day Program (ESP) will be offered at various elementary and secondary school sites and migrant housing centers. Extended school day program services for elementary students include tutorial instruction, homework assistance, 4-H activities, Boy/Girl Scouts, team sports, nutrition education, field trips, guest speakers, arts and crafts and computer labs. Secondary students will receive FCAT tutorial and homework assistance at the two main migrant housing centers and at school sites.

During the summer months, the Title I Migrant Education Program will offer supplemental education and supportive services to migrant students.  Focus will be in serving Pre K, 3rd graders, 8th graders, and 10-12th graders.  Participants will receive enrichment and FCAT instruction in language arts, mathematics, and computer/internet skills based on Sunshine State Standards.  In addition, the District’s Migrant Education Program will participate with the various Migrant Education Program Summer Institutes.

Requirements for Implementation
Eligible migrant students may qualify for Title I Migrant Education Program services by meeting the Migrant Education Program selection criteria.  Federal regulations mandate that schools are made aware of the services that are available for children of migrant families.
